The Obama administration has proposed new rules to help military families care for service members when they are called to active duty or become injured.
First lady Michelle Obama and Labor Secretary Hilda Solis announced the plan, an update to the Family and Medical Leave Act, on Monday. (Video of the announcement is available here.)
"Many service members come home stressed, ill or injured," Solis said. "They need attention, care and support from the people that love them the most. And we've got an obligation to help them make that possible."
The act, first passed in 1993 and revised several times since then, entitles workers at covered companies to take unpaid leave for specified family and medical reasons without fear of losing their job.
The new proposal would amend the act to let family members take up to 12 weeks of leave from work to help a service member deployed on short notice. Family caregivers could attend military functions, deal with child care issues, or update financial affairs.
It would also give family members up to 26 weeks of leave to care for a service member with a serious injury or illness.
The proposal would also extend the leave act?for family members of veterans for up to five years after leaving the military. Currently, the law only covers family members of service members on active duty.

LIVERPOOL, England - There was no crowing from Landon Donovan after he led his Everton side to victory over Clint Dempsey's Fulham in England's FA Cup.

'Archer' creator Adam Reed and the cast seem to have gotten more comfortable with the rhythm and strengths of the show they've created.
After a short mini-season arc in the fall (a la Lost), FX?s Archer is now back for its official full third season, kicking things off with a premiere that featured a guest appearance by leading man icon (and Sterling Archer?s longtime man-crush), Burt Reynolds.
Skip to next paragraph Screen RantScreen Rant had a humble start back in 2003 as a place to rant about some of the dumber stuff related to the movie industry. Since then, the site has grown to cover more and more TV and movie news (and not just the dumb stuff) along with sometimes controversial movie reviews. The goal at Screen Rant is to cover stories and review movies from a middle ground/average person perspective.
The episode (titled ?The Man from Jupiter?) was already distinguished by Reynolds? presence ? but it also proved that?Archer is truly hitting is comedic stride in season 3.
Things started in the usual Archer fashion: with our master spy (voiced by H. Jon Benjamin) by the bar, courting a few young ladies. The twist comes when Archer bumps into one of the other patrons of the bar ? who just so happens to be Burt ?Gator? Reynolds. Then comes another twist: Burt isn?t just at the bar by chance ? he?s there to meet Archer?s mother Malory (Jessica Walters) for their?date. Cue Archer fainting.
Torn between the love of his man-crush and nausea at the thought of anyone ?dating? his mother, Archer does just what his ISIS co-workers figure he will: he kidnaps Burt and leaves Malory a forged breakup letter. Of course, while caught up in his personal drama, Archer forgets entirely about the professional perils he?s facing ? namely the Cuban hit squad on his tail, seeking vengeance for the comrades that Archer killed way back in the season 1 episode, ?Honeypot?. ?Lana (Aisha Tyler) and the other ISIS agents try to watch Archer?s back, but?instead land themselves in the hit squad?s crosshairs, leaving it to Archer and Burt to mount a rescue.
The strength of Archer has always been in its witty and profane character banter. While consistently funny, sometimes the amount of time spent on dialogue and hit-or-miss improv was a little much. Season 2 got better about including action with all the word play, but ?The Man From Jupiter? takes things a step further by keeping the banter-heavy jokes firing fast and hitting often, the action ongoing (instead of tacked on to the end) ? and perhaps best of all, reigning in some of Archer?s douchebag personality, so that it doesn?t cross the line from humorous to annoying. Who knew that Burt Reynolds would be such a wise and reasonable foil for Sterling Archer?
Indeed, it seems that with each season series creator/voice contributor Adam Reed and his cast just get more and more comfortable with the rhythm and strengths of the unique show they?ve created. There are now multiple levels to enjoy the show on, be it the low-brow hilarity of the raunchy one-liners and visual gags; the sharper-witted banter and word play humor for the more attentive viewers to enjoy; or the multiple in-jokes and self-references that make the character situations and conversations even more rich and entertaining for longtime fans of the show.?No matter which category you fit into, Archer is delivering the goods at the moment.
With a few juicy plot threads laid out and Reynolds (seemingly) on hand for at least a few episodes, it seems like Archer?is only going to get better, and funnier, as season 3 progresses.

LONDON (AP) -Sun and sand in Tahiti or the gray skies of northwest England? For United States defender Tim Ream, there was only one choice.
Contacted by English Premier League club Bolton the day after his wedding, the 24-year-old Ream canceled his honeymoon on the Pacific island and headed east instead.
Ream convinced Bolton manager Owen Coyle of his worth while training in December with Bolton's squad and eventually completed a transfer from Major League Soccer's New York Red Bulls on Thursday.
"I was married for all of 24 hours when I got the phone call," Ream said. "The manager asked if I'd be willing to cancel the honeymoon and come to Bolton and honeymoon here.
"As much as we were disappointed that we had to pass up the trip, I think we both knew it was in our best interests. Hopefully it shows my commitment to being here and doing well here."
Ream's wife took a little more convincing.
"I can't really repeat what she said," Ream said. "But her and I have talked and as long as we're together in whatever we do I think both of us will be happy. She wants the best for me and I just want her to be happy.
"If she says tomorrow that she wants something, then I guess I'll have to give it to her."
Ream fills the gap in Bolton's squad created by the sale of Gary Cahill to Chelsea earlier in Europe's January transfer window.
The defender becomes the second United States international in the Premier League club's squad after midfielder Stuart Holden, who joined in January 2010.
Ream signed a 3 1/2-year contract but neither Bolton nor the Red Bulls disclosed the transfer fee for a player that Coyle said Arsenal wanted to sign before the start of the current English season.
"I knew there was interest in me when I came over last year and trained for a couple of weeks, and then after Christmas time things really did start to ramp up," Ream said. "Negotiations started and that's when I knew things were getting serious.
"Even before that week I aimed to challenge myself in England and, if an opportunity arose, I wanted to come over and try to make it here."
Coyle is sure Ream has what it takes to succeed in the Premier League.
"He is a U.S. international - a player that year-on-year has progressed and got better, and he will continue to do that," Coyle said. "Tim is everything that we want in the players we are bringing to the club when we spend in the transfer market.
"He is young, has a tremendous attitude and a winning mentality."
A finalist for the MLS Rookie of the Year award in 2010, Ream was named on the MLS All-Star Team last year and has played seven times for the United States.
"This was a hard decision for me considering the fact that I enjoyed playing for the Red Bulls and was looking forward to the upcoming MLS season," Ream said. "However, after consulting with those closest to me, I decided that this was a once in a lifetime chance that I could not pass up."
Bolton is 17th in the 20-team Premier League, just a point above the relegation zone after 22 of 38 matches.

We in the legal news business left President Obama?s State of the Union Address feeling hungry. But not starved. Below are a few?excerpts?that may be of interest to LB nation.
On insider-trading?legislation and?nominations:
We?ve talked tonight about the deficit of trust between?Main Street and Wall Street. But the divide between this city and the rest of the country is at least as bad ? and it seems to get worse every year.
Some of this has to do with the corrosive influence of money in politics. So together, let?s take some steps to fix that. Send me a bill that bans insider trading by Members of Congress, and I will sign it tomorrow. Let?s limit any elected official from owning stocks in industries they impact. Let?s make sure people who bundle campaign contributions for Congress can?t lobby Congress, and vice versa ? an idea that has bipartisan support, at least outside of Washington.
Some of what?s broken has to do with the way Congress does its business these days. A simple majority is no longer enough to get anything ? even routine business ? passed through the Senate. Neither party has been blameless in these tactics. Now both parties should put an end to it. For starters, I ask the Senate to pass a rule that all judicial and public service nominations receive a simple up or down vote within 90 days.
On trade enforcement:
Tonight, I?m announcing the creation of a Trade Enforcement Unit that will be charged with investigating unfair trade practices in countries like China. There will be more inspections to prevent counterfeit or unsafe goods from crossing our borders. And this Congress should make sure that no foreign company has an advantage over American manufacturing when it comes to accessing finance or new markets like Russia. Our workers are the most productive on Earth, and if the playing field is level, I promise you ? America will always win.
On a new financial crimes unit and stepping up penalties for fraud:
If you?re a big bank or financial institution, you are no longer allowed to make risky bets with your customers? deposits. You?re required to write out a ?living will? that details exactly how you?ll pay the bills if you fail ? because the rest of us aren?t bailing you out ever again. And if you?re a mortgage lender or a payday lender or a credit card company, the days of signing people up for products they can?t afford with confusing forms and deceptive practices are over. Today, American consumers finally have a watchdog in?Richard Cordray with one job: To look out for them.
We will also establish a Financial Crimes Unit of highly trained investigators to crack down on large-scale fraud and protect people?s investments. Some financial firms violate major anti-fraud laws because there?s no real penalty for being a repeat offender. That?s bad for consumers, and it?s bad for the vast majority of bankers and financial service professionals who do the right thing. So pass legislation that makes the penalties for fraud count.
And tonight, I am asking my Attorney General to create a special unit of federal prosecutors and leading state attorneys general to expand our investigations into the abusive lending and packaging of risky mortgages that led to the housing crisis. This new unit will hold accountable those who broke the law, speed assistance to homeowners, and help turn the page on an era of recklessness that hurt so many Americans.
Dow Jones has more on the joint unit of federal and state investigators. It will be led by the SEC?s enforcement director, Robert Khuzami, and Assistant Attorney General Lanny Breuer, head of the Justice Department?s Criminal Division. New York Attorney General Eric Schneiderman will lead the effort from the state level.
An interesting wrinkle: State and federal officials say they are close to reaching a settlement with the nation?s largest banks worth as much as $25 billion to settle foreclosure-handling abuses. But it remains unclear what effect the appointment of?Schneiderman, who has been critical of the talks, will have on that process.

Russell Brand is set to make his first public appearance since filing for divorce from Katy Perry when he takes the stage at New York's Radio City Music Hall as part of an Amnesty International benefit.
Brand will perform alongside Coldplay, Mumford & Sons, Jon Stewart, Stephen Colbert, Reggie Watts and others at Amnesty International's Secret Policeman's Ball, a long-running celebration of free speech and comedy, set for March 4 at the venerable NYC venue.
The event marks the first time the ball has been held in the U.S. and also is Brand's first scheduled appearance since he and Perry split in December; the "California Gurls" hitmaker has already made a pair of public appearances, first filming an Adidas commercial earlier this month and then returning to the stage for a concert in Jakarta, Indonesia.

In a video promoting a then-upcoming comedy tour of American colleges — which was shot in mid-November, before the couple announced their split — Brand was seen jokingly removing his wedding ring. To date, he's yet to announce any additional appearances.
According to The Hollywood Reporter, a crowd of some 6,000 is expected for the Secret Policeman's Ball, which will help mark Amnesty International's 50th anniversary. First launched in 1976, the ball has helped champion free speech and human-rights causes around the globe. Tickets for the event will reportedly go on sale later this month.

SUNDAY, Jan. 22 (HealthDay News) -- Researchers have identified three new genomic regions they believe are linked with breast cancer that may help explain why some women develop the disease.
All three newly identified areas "contain interesting genes that open up new avenues for biological and clinical research," said researcher Douglas Easton, a professor of genetic epidemiology at the University of Cambridge in England.
Breast cancer is the most common cancer among women, with about 1 million new cases annually worldwide and more than 400,000 deaths a year.
Scientists conducting genome-wide association studies -- research that looks at the association between genetic factors and disease to pinpoint possible causes -- had already identified 22 breast cancer susceptibility loci. Locus is the physical location of a gene or DNA sequence on a chromosome.
"The three [newly identified] loci take the number of common susceptibility loci from 22 to 25," said Easton.
However, the three new susceptibility loci might explain only about 0.7 percent of the familial risks of breast cancer, bringing the total contribution to about 9 percent, the researchers said.
Michael Melner, scientific program director for the American Cancer Society, said this current research adds some important new clues to existing evidence, but he agreed that the number of cases likely associated with these three variants is probably low.
"So the total impact in terms of patients would be fairly small," Melner said.
The study is published online Jan. 22 in Nature Genetics.
To find the new clues, Easton's team worked with genetic information on about 57,000 breast cancer patients and 58,000 healthy women obtained from two genome-wide association studies.
The investigators zeroed in on 72 different single nucleotide polymorphisms (SNPs). A SNP -- pronounced "snip" -- is a change in which a single base in the DNA differs from the usual base. The human genome has millions of SNPs, some linked with disease, while others are normal variations.
The researchers focused on three SNPs -- on chromosomes 12p11, 12q24 and 21q21.
Easton's team found that the variant on the 12p11 chromosome is linked with both estrogen receptor-positive breast cancer (which needs estrogen to grow) and estrogen receptor-negative breast cancer. The other two variants are only linked with ER-positive cancers, they said.
One of the newly identified variants is in an area with a gene that has a role in the development of mammary glands and bones. Easton said it was already known that mammary gland development in puberty is an important period in terms of determining later cancer risk. "But these are the first susceptibility genes to be shown to be involved in this process," he said.
One of the other SNPs is in an area that can affect estrogen receptor signaling, the researchers found.
Melner, noting some of the research is "fine tuning" of other work, said in his view the new understanding of the signaling pathways and their genetic links is the most important finding.
"When you delineate a pathway, you bring up new potential targets for therapy," he said. "The more targets you have, you open up the potential for having multiple drugs and attacking a cancer more easily, without it becoming more resistant."
Overall, Melner added, the results underscore the complexity of the different mechanisms involved in breast cancer development.

LOS ANGELES (Reuters) ? The U.S. Marine sergeant accused of leading a massacre of 24 Iraqi civilians in Haditha pleaded guilty on Monday to dereliction of duty, ending the final prosecution stemming from a 2005 incident that brought international condemnation of U.S. troops.
Staff Sergeant Frank Wuterich, 31, entered his plea at Camp Pendleton Marine Corps base north of San Diego as part of a deal with military prosecutors in which more serious charges of involuntary manslaughter and aggravated assault were dismissed.
As part of his guilty plea, Wuterich accepted responsibility for providing negligent verbal instructions to the Marines under his command when he told them to "shoot first and ask questions later," resulting in the death of innocent civilians.
He faces a maximum sentence of three months of confinement, forfeiture of two-thirds of his pay for three months and a reduction in rank when he is sentenced on Tuesday, a Camp Pendleton spokesman said.
"By pleading guilty to this charge, Staff Sergeant Wuterich has accepted responsibility for his actions," base spokesman Lieutentant Colonel Joseph Kloppel said.
Any discharge process Wuterich may face will be separate from the plea and sentencing, Kloppel added.
Wuterich, 31, was accused of being the ringleader in a series of November 19, 2005, shooting and grenade attacks that left two dozen civilians dead in Haditha, a city west of Baghdad that was a hotbed of insurgent activity.
The killings were portrayed by Iraqi witnesses as a massacre of unarmed civilians.
Local witnesses said angry Marines had killed unarmed men, women and children after a popular comrade, Lance Corporal Miguel "TJ" Terrazas, was killed by a roadside bomb.
'CAULDRON OF WAR'
Lawyers for the troops involved argued the deaths resulted from a fast-moving situation in which the Marines believed they were under enemy fire.
Six of the eight Marines originally accused in the case had their charges dismissed by military judges, and a seventh was cleared of criminal wrongdoing.
Wuterich was originally charged with murder in the case.
"No one denies that the consequences of November 19, 2005 were tragic, least of all Staff Sgt. Frank Wuterich," his civilian defense attorney, Neal Puckett, said in a statement released shortly after the plea hearing.
"But the fact of the matter is that he has now been totally exonerated of the homicide charges brought against him by the government and the media. For six years he has had his name dragged through the mud. Today, we hope, is the beginning of his redemption," the statement said.
Wuterich pleaded not guilty when the court-martial began in early January.
The proceedings were suspended last Wednesday by the military judge in the case, who ordered prosecutors and defense lawyers to seek a negotiated plea deal.
The trial resumed on Friday for one day, and the plea agreement was announced on Monday morning.
"Many pundits from all walks of life will comment on Wuterich's purported guilt and most of these are people who have never been remotely associated with the challenges of combat action," Colonel Willard Buhl, a U.S. Marine Corps military fellow at the Council on Foreign Relations, told Reuters.
"Marines know that they are the best trained and led military men and women in the world," Buhl said. "But the cauldron of war is the most intense thing humans can experience and this case falls on the extreme end of that spectrum."
Buhl served in the same battalion and regiment as Wuterich, but never met him and was deployed in that unit before the events at Haditha that are at the center of the case.
Wuterich enlisted in the Marines after his 1998 high school graduation. He was serving his second tour of duty in Iraq when the Haditha incident occurred.

MANILA, Philippines ? The Philippine military says communist guerrillas killed about 100 government troops and police and waged 447 attacks last year despite a continuing decline in their decades-long insurgency.
Military spokesman Col. Arnulfo Burgos said Sunday that the attacks by New People's Army guerrillas included 31 assaults on mining firms, banana plantations and other businesses. He said they earned nearly $7 million (300 million pesos) from extortion in 2011.
Burgos said the rebels' reliance on extortion from businesses and even poor villagers reflects a decline in their support from communities.
The Maoist rebels did not immediately comment, but have disputed such military claims in the past as propaganda amid escalating rebel attacks.

Animals differ in the amount of fat they carry around depending on their species, status and sex. However, the causes of much of this variation have been a mystery. The Bristol study shows that many differences can be understood by considering the strategies animals employ to avoid two causes of death: starvation and being killed by predators.
These causes of death often exert opposite pressures on animals, for example, storing lots of fat helps animals survive periods without food but also slows their running and so makes getting caught by a predator more likely. Animals can be stronger to compensate, but the energetic costs of extra muscle mean that the animal would starve quicker during a food shortage.
Led by Dr Andrew Higginson of Bristol's School of Biological Sciences, the researchers used mathematical models to explore how much muscle and fat animals should have in their body to give themselves the best chance of survival. They showed that an important consideration was how much carrying fat increases the energetic costs of movement. The models revealed that the size of this cost influenced whether larger animals should have more fat than smaller animals, or vice versa.
Dr Higginson said: "Our results explain differences between different families of mammal. For example, larger bats carry proportionally less fat than small bats but larger carnivores carry more fat than small carnivores. Among rodents, it's the medium-sized species that carry around the most fat! These differences agree with the models predictions if you consider the costs of carrying fat for these three groups. Bats fly and so have high costs of carrying extra weight, whilst carnivores spend much of their time resting and so will use less energy than busy scurrying rodents."
The work, published in The American Naturalist, also shows that much of the variation between animals in their amounts of fat and muscle can be explained by differences between the sexes, how much animals have to fight to get food, and the climate in which they live.
The researchers plan to put the theory to the test by looking in more detail at the amounts of fat stored by different animals. If their theory is correct, much of the mystery in how species and sexes differ in their amount of fat will have been solved.

CHARLESTON, S.C. -- A South Carolina prosecutor says officials will launch an investigation into fake emails aimed at Newt Gingrich's presidential campaign.
Deputy Attorney General Bryan Stirling said Friday that the chief of South Carolina State Law Enforcement Division, Mark Keel, has been asked to conduct a preliminary review of the facts surrounding the fake emails.
One of the bogus emails falsely claims to be a Gingrich campaign response to a news report, also false, that he had forced his ex-wife Marianne into terminating a pregnancy.
At a campaign stop Friday night, Gingrich called the emails "disgusting" and said the offenders should be prosecuted.
Stirling says that the findings of the investigation will be presented to South Carolina Attorney General Alan Wilson, who will determine if any laws have been broken.

WASHINGTON, DC -- The U.S. government's request that the journals Science and Nature withhold scientific information related to the genetically modified H5N1 virus because of biosecurity concerns does not violate the First Amendment, say two Georgetown University professors. They caution, however, that a fair, transparent process undertaken by research organizations is preferable to governmental constraints on disseminating scientific information.
Writing in Science, John D. Kraemer, JD, MPH, assistant professor of health systems administration at Georgetown University School of Nursing & Health Studies, and Lawrence O. Gostin, the Linda D. and Timothy J. O'Neill Professor of Global Health Law and faculty director of the O'Neill Institute for National and Global Health Law at Georgetown University Law Center, explore the balance of scientific freedom and national security in their opinion piece published online today entitled, "The Limits of Government Regulation of Science."
In 2011, two research teams genetically modified the H5N1 avian influenza virus. Their work, funded by the National Institutes of Health (NIH), demonstrates the ability to alter a virus in such a way that it could possibly spread rapidly among humans killing more than half who contract it (the research was conducted in an animal model believed to represent human behavior of the virus). The research prompted the National Science Advisory Board for Biosecurity (NSABB), which advises the Department of Health and Human Services (HHS), to recommend that Science and Nature redact key information prior to publication. Both NSABB and HHS expressed concerns that published details about the papers' methodology and results could become a blueprint for bioterrorism.
"The NSABB process seems to have worked well in this instance," says Kraemer. "It raised legitimate security concerns while avoiding censorship of the scientific press. But there remains a need to strengthen precautions around this type of research before it occurs."
To date, Science and Nature have not yet announced their intentions regarding the government's request.
In their commentary, Kraemer and Gostin write "HHS' request reveals a troubled relationship between security and science." However, the authors point out, "Given the absence of legal force or undue inducements or penalties, the government's request to withhold information does not violate the First Amendment."
Kraemer and Gostin say the First Amendment, "affords considerable protection to political artistic and scientific expression, triggering 'strict scrutiny' by the Supreme Court." They point out that had the government compelled either the researchers or the journals to withhold publication, that act would have violated the First Amendment.
In their opinion piece, the authors explore various court cases that challenge and support the government's rights to go further with such an issue. They say the federal government has the power to prevent dissemination of sensitive life science research, but warn, " there are good reasons to exercise that power sparingly."
Looking beyond the current dilemma, Kraemer and Gostin ask: "Can the review process for high-risk biologic research be improved further?"
The origins of the National Science Advisory Board for Biosecurity can be traced to the National Research Council's Fink Report issued in 2004. The Fink Report endorsed, among other things, expanded self-governance by researchers toward issues of biosecurity, as well as the formation of a national advisory board to help guide both the government and research community in addressing issues involving dual-use research.
However, Kraemer and Gostin point out that vital recommendations in the Fink Report have not yet been implemented, including the need to employ an institutional review process for biological "experiments of concern" patterned on the Institutional Biosafety Committees (IBC) required for recombinant DNA research.
Kraemer and Gostin make the following recommendations to improve the review process:
HHS, in partnership with institutions, will have to ensure that the IBC model works effectively: (1) institutions must develop the requisite expertise to review dual use research; (2) HHS must specify the categories of research requiring institutional reviewminimally including the 7 types of high-risk experiments; and (3) HHS must set clear and consistent standards for institutional review. If IBCs are formally designated to conduct the institutional review function, HHS will have to clarify whether NSABB will guide and oversee the process.
Kraemer and Gostin suggest that such a process can ensure a, "sound balance between scientific freedom and national security. A fair, transparent process undertaken by research institutions, with a balanced approach to scientific benefits and public safety, together with HHS guidance and oversight of high-risk research, is preferable to government constraints on scientific information by force of law."
